新时期大型公立医院编制五年规划的关键点解析——以武汉协和医院“十四五”规划编制为例

Analysis of the Key Points of the Five-year Planning of Large Public Hospital in the New Era:Through Taking the 14th Five-Year-Plan of Union Hospital,Tongji Medical College,HUST as an Example

用中长期规划指导社会经济发展,是党治国理政的重要方式。科学编制公立医院五年规划,是新时期公立医院推进治理体系和治理能力现代化的要求,也是把制度优势转化为治理效能的必然选择。文章结合新时期规划编制工作的新要求,介绍了华中科技大学同济医学院附属协和医院规划编制的实践:按照国家规定,规范编制程序、构建规划体系;结合三级公立医院绩效考核和第三方评估指标,量化医院发展目标;根据目标确定发展战略和重点任务等,以期为国内同行提供参考借鉴。

Guiding social and economic development with medium-and long-term planning is an important way for the communist Party of China to govern the country.Scientific compilation of the 14 th Five-year Plan of public hospitals is the requirement of promoting the modernization of the governance system and capacity of public hospitals,as well as the inevitable choice of transforming the institutional advantages into the construction efficiency.According to the new requirements of planning in the new era,the paper introduces the practice of planning in Union Hospital,Tongji Medical College,Huazhong University of Science and Technology,i.e.standardizing the planning procedure and establishing the planning system according to the national regulations;combining with performance assessment and third-party evaluation indicators,quantifying hospital development goals;following the target to determine the development strategy and key tasks,in order to provide reference for domestic counterparts.
