常态化疫情防控期间的体育赛事政策研究——基于14份省级政策文本的要素分析与政策建议

Sports Events Policy on Regular Basis of Epidemic Prevention and Control——Factor Analysis and Policy Recommendations Based on 14 provincial Policy Texts

从政策主体—目标二维要素出发,对14个省区市在常态化疫情防控期间颁布的体育赛事政策进行剖析,发现目前我国体育赛事常态化政策存在以下问题:制定主体较为单一,缺乏同级部门的参与;执行主体主要以地方的体育行政部门为主,体育社会组织的行政合法性有所不足;政策发布目标集中在疫情防控和赛事举办两方面,但如何达到两者的平衡还有待研究。据此提出我国政府在应对重大突发卫生事件期间颁布体育赛事政策的建议:一是加强多部门跨领域合作,政策制定主体多元化;二是对政策执行主体再定位,推动地方政府和体育社会组织共同参与治理全过程;三是政策发布目标以疫情防控为先,立足线上体育赛事或活动,出台相关举办指引细则。

Based on the two-dimensional elements of policy subject-target,the paper analyzes the sports event policies issued in 14 provinces,districts and cities on the regular basis of epidemic prevention and control,and finds that there are such problems in the regular policy of sports events in China as that the formulation of the main body is relatively single and the participation of the same level departments is not enough.The executive validity of the social sports organizations is not enough;the policy is mainly about epidemic prevention and sports events and the balance between these two aspects is not satisfactory.The paper puts forward some suggestions for the government to promulgate sports events policy when dealing with major health emergencies,i.e.,to strengthen multi-sectoral and cross-domain cooperation and to diversify the main body of policy formulation,to reposition the main body of policy implementation and promote the participation and governance of the local governments and social sports organizations,to put the epidemic prevention and control as the priority in policy making and promote the online sports events.
