后扶贫时代县域返贫的预防机制研究

Research on the Prevention Mechanism of Returning to Poverty in the Post Poverty Era

在精准扶贫政策指引下,江苏省M县实施县域贫困精准治理工程,完成现行标准下贫困人口脱贫目标。进入后扶贫时代,县域返贫依然存在贫困群体收入不稳定、保障政策衔接不足、产业项目运营难以持续等风险。应从健全产业产销一体化体系、建立可持续增收机制、多维化帮扶机制、返贫预警监测机制等方面构建起返贫预防机制。

Under the guidance of the targeted poverty alleviation policy,M County of Jiangsu Province focused on the targeted governance of county poverty to achieve the goal of poverty alleviation under the current standard.In the post poverty alleviation era,there are still risks such as unstable income of poor groups,insufficient convergence of security policies,and sustainable operation of industrial projects.Therefore,we should build a poverty prevention mechanism from the aspects of improving the industrial production and marketing integration system,establishing a sustainable income increase mechanism,multidimensional assistance mechanism,and poverty pre-warning monitoring mechanism.
