新乡贤参与乡村治理的实践探索——基于温州新乡贤参与社会治理的经验思考

Practical Exploration of the Participation of New Rural Sages in Rural Governance——Based on the Experience of Wenzhou New Rural Sages in Social Governance

新乡贤参与乡村治理是新时代“枫桥经验”的重要内容。在“自治、法治、德治”三治合一的基层善治体系与“发挥新乡贤作用”等多元背景下,通过认真梳理与阐释新乡贤参与社会治理的温州实践,重新审视传统善治文化如何在新时代“枫桥经验”中实现创造性转化,这不仅为传统乡村治理体系注入新元素、新动能、新活力,也为创新和完善基层社会治理体系提供了一个新的理性视角。以温州为例,简述新乡贤的内涵与外延以及新乡贤在乡村治理中的积极作用,分析当下“贤治”面临的问题困境;列举温州通过基层党建、项目谋划、以乡风文明凝聚乡贤正能量,探索构建兼具乡土性与现代性的乡村治理实例,提出对下一步如何推进新乡贤参与社会治理的思考,为乡村治理现代化提供新的实践方向。

New Rural Sages participation in rural governance is an important part of the“Maple Bridge Experience”in the new era.Under the multiple backgrounds of“autonomy,rule of law,and rule of morality”,the grassroots good governance system and“play the role of rural sages”,through carefully combing and explaining the Wenzhou practice of New Rural Sages participating in social governance,re-examining how the traditional good governance culture realizing the creative transformation of the“Maple Bridge Experience”in the new era not only injects new elements,new kinetic energy and new vitality into the traditional rural governance system,but also provides a new rational perspective for innovating and improving the grassroots social governance system.Taking Wenzhou as an example,this paper briefly describes the connotation and extension of New Rural Sages and their positive role in rural governance,analyzes the current problems and dilemmas faced by“virtuous governance”,and lists Wenzhou’s rural governance examples of using grass-roots party construction,project planning and rural civilization to gather the positive energy of rural sages,This paper puts forward how to promote the participation of New Rural Sages in social governance in the next step,and provides a new exploration and practice direction for the modernization of rural governance.
