以盱眙县为例探究县域农村社会转型期的公共卫生管理

Taking Xuyi County as an Example to Explore the Public Health Management in the Transitional Period of Rural Society in the County

我国农村正在经历生产力和传统生产关系的社会转型,在这一过程中,对公共卫生服务的管理和要求也在发生改变。县域是我国社会行政组织的基本单元,其主体是农村。必须全面把握我国农村社会转型的地域性、不平衡和渐进性特点,从自然生态与社会生态角度出发,建构公共卫生管理路径。该文以江苏盱眙县为例,介绍了当地政府坚持以县域经济发展为基础,以建设国家卫生城为价值指向,以政府提供充分的公共产品为前提和保障,以中心镇建设为枢纽,以引导村民改变生活方式与行为为着力点,以解决公共卫生资源配置相对不足和公共卫生管理与现实需求脱节等问题为突破点,建立政府、公共卫生机构和村民自治组织三位一体的管理体系,构建与时俱进的公共卫生管理制度,提高公共卫生治理和服务能力。

Our country’s rural areas are undergoing social transformation of productivity and traditional production relations.In this process,the management and requirements of public health services are also changing.The county is the basic unit of social administrative organization in our country,and its main body is the rural area.It is necessary to fully grasp the regional,unbalanced and gradual characteristics of my country's rural social transformation,and construct a public health management path from the perspective of natural ecology and social ecology.Taking Xuyi County,Jiangsu Province as an example,this article introduces the local government's insistence on taking county economic development as the foundation,building a national health city as its value orientation,taking the government to provide sufficient public products as the premise and guarantee,and taking the construction of a central town as a hub to guide the villagers’change of lifestyle and behavior,and the breakthrough point is to solve the relative shortage of public health resource allocation and the disconnection between public health management and actual needs,and establish a three-in-one management system of the government,public health agencies and villagers’autonomous organizations to build a timely progressive public health management system,to improve public health governance and service capabilities.
