摘要 从信用评价的一般性研究出发,考虑卷烟零售商户在经营业态、零售对象、专有诚信等方面的定位特殊性,设计出包含3个一级指标、11个二级指标、16个三级指标的零售商户信用评价指标体系。选用层次分析法对卷烟零售商户的信用进行评价,将评价结果以信用等级形式呈现出来,并从行政审批、市场监管和营销策略制定三个方面,落实到差异化管理办法实施上,最后将诚信等级结果以信息共享的方式纳入社会诚信建设,有利于营造守信重信的良好社会风尚。 Starting from the general research of credit evaluation,considering the particularity of cigarette retailers’positioning in terms of business format,retail objects,proprietary integrity and so on,this paper designs a credit evaluation index system for retailers,which includes 3 first-level indicators,11 second-level indicators,and 16 third-level indicators.The analytic hierarchy process is used to evaluate the credit of cigarette retailers,and the evaluation results are presented in the form of credit rating,and implemented in the implementation of differentiated management methods from three aspects:administrative examination and approval,market supervision and marketing strategy formulation.Finally,the credit rating results are incorporated into the social credit construction in the way of information sharing,which is conducive to creating a good social custom of trustworthy.
