二十世纪二十年代,为维护生态环境,改善民生,胶澳商埠总督府采取了一系列措施来开展植树造林活动,包括设置农林事务所,编练森林警察,实施造林计划和造林奖惩规则,开展林业教育,并宣传植树节。相关探索体现了规划性与群众性,同时存在一定的局限性,不乏启发意义。

In 1920s,in order to maintain the ecological environment and improve people′s livelihood,the Governor′s Office of Jiaoao Commercial Port took a series of measures to carry out afforestation activities,including setting up relevant forestry institutions and forest police,formulating afforestation plan and afforestation reward and punishment rules,developing forestry education,establishing and publicizing Tree Planting Day.The related exploration embodies the planning and mass,and has some limitations,which are enlightening.
