二三级公立医院建设互联网医院现状研究

Research on the Current Conditions of Construction of Internet Hospitals in Secondary and Tertiary Public Hospitals

目的:探究公立医院建设运营互联网医院过程中的战略规划、建设方式,梳理运营和管理中所遭遇的困惑和难点,提供经验总结和政策建议。方法:采用定量和定性相结合的研究方法,从问卷调查、座谈、访谈所获得的数据,了解各公立医院的互联网医院实际建设运行情况,整理医院管理层的主观意见和需求。结果:参与调查的89家公立医院普遍认同互联网医院的积极价值,期望利用互联网医院提供多元化的创新服务,但在实践中由于审慎考虑和投入有限,往往不能最大限度发挥其优势。结论:建议政府有关部门尽快弥补监管、定价、技术、伦理等方面的政策法规空白,建议公立医院进一步提升运营能力,完善管理制度,创新技术应用,培育人才梯队,实现互联网医院的健康、可持续发展。

Objective:By exploring the strategies and methods of Chinese public hospitals in constructing their Internet hospitals and sorting out the puzzles and difficulties during the operation and management,we intend to provide suggestions for both hospitals and authorities.Methods:Using a combination of quantitative and qualitative research methods on the dataset obtained from questionnaire surveys,seminars,and interviews,we observed the current conditions of Internet hospitals in public hospitals and summarized the subjective opinions from hospital administrators.Results:The 89 public hospitals participating in the survey generally recognized the positive value of Internet hospitals,desirable to provide diversified innovative online services.However,due to various concerns and limited investment in practice,they often failed to maximize the advantages of the new tool.Conclusion:Policies and regulations in supervision,pricing,technical standards,and ethics are urgently required and it is recommended that the authorities take action as soon as possible.Meanwhile,the public hospitals should improve their marketing strategies,complete the management system,apply new technologies and build professional teams for the sustainable development of their Internet hospitals.
