中国海岸带空间规划动态研究与规划展望

Dynamic Research and Prospect of Coastal Zone Spatial Planning in China

海岸带作为海陆不同层级生态系统交互胁迫、嵌套耦合的区域,既是经济发展的黄金地带,也是生态环境的敏感地域,但海岸带空间规划及其研究尚处于探索阶段。海岸带空间规划是综合管理的关键抓手,海陆统筹是海岸带空间规划的核心机制,通过梳理中国海岸带空间规划及其管理相关研究,将其主要研究领域归纳为:国外案例借鉴研究、规划相关基础研究、区域空间管制研究、土地开发模式研究、滨海城市设计研究以及规划保障机制研究6类。伴随海陆分治下沿海生态环境渐趋恶化,海岸带规划与管理逐渐转向海陆统筹范畴,重点关注海陆交互作用,基于此对未来我国海陆统筹与海岸带空间规划进行展望。

As an area of interactive coercion and nested coupling of different levels of ecosystems in land and ocean, the coastal zone is not only the golden zone of economic development, but also a sensitive area of ecological environment, however the spatial planning of coastal zone and its research are still in the exploration stage. Coastal zone spatial planning is the key grasping hand of integrated management, while land and ocean integration is the core mechanism of coastal spatial planning. Through combing the literature of coastal zone spatial planning and integrated management in China, this paper summarized its main research areas as six categories: foreign case study, planning related research, coastal space control research, land development model research, coastal urban design research and planning safeguard mechanism research. With the gradual deterioration of coastal ecological environment under the division of land and ocean, coastal zone planning and management gradually turned to the integration of land and ocean, focusing on the interaction between land and ocean, and the future development of coastal zone spatial planning and integrated management in China was prospected.
