摘要 为优化我国国防实验室管理机制,提升我国国防实验室发展水平,在分析美国国防实验室定位目标任务、体系布局等整体的基础上,采用定量分析和归纳总结的方法,对美国国防实验室管理体制、人员管理、开放共享和技术转移等运行管理机制进行了深入研究分析,并系统总结了美国国防实验室建设的先进经验和发展特点。研究结果表明,美国在完整构建国防实验室体系,高效管理国防实验室运行,大力促进国防实验室开放协同等方面形成了良好的机制,为美国保持全球军事优势地位,维持其在国防科技、武器装备领域的巨大技术优势提供了重要保障,其发展经验对我国具有可借鉴性,在此基础上,结合国内实际情况提出了加强我国国防实验室运行管理的相关建议。 In order to optimize the management mechanism of Chinese defense laboratories and improve the development level of Chinese defense laboratories,this article analyzed the overall situation of the US defense laboratories’positioning tasks,system layout,etc.It used quantitative analysis and summary methods to study and analyze operational management mechanisms of the United States defense laboratories,such as system,personnel management,open sharing,and technology transfer in depth,and summarized the advanced experience and development characteristics of the US defense laboratory construction systematically.The research results show that the United States has formed a good mechanism in building a complete defense laboratory system,efficiently managing the operation of defense laboratories,and vigorously promoting the open collaboration of defense laboratories,so as to maintain a global military superiority for the United States and provides an important guarantee to maintain a huge technological advantage in the field of defense technology and weapons equipment.Its development experience can be used as a reference for China.Based on this,this article combines the actual situation to put forward relevant suggestions to strengthen the operation and management of Chinese national defense laboratory.
