长江经济带生态一体化协同治理的机制创新

The Innovation of Ecological Integration Cooperative Governance Mechanism in the Yangtze River Economic Zone

生态环境是一个有机整体,是连接经济带内分散经济联合体的基础。长江经济带覆盖东中西三大区域11省市,是我国绿色经济发展转型的重点区域。近年来,长江经济带内各省市在生态共治实践过程中,归纳出生态环境共治机制的主体困境、协调机制的利益冲突、协同机制的制度困境是制约其生态一体化发展的主要壁垒,折射出其区域协同治理机制方面存在的问题。长江经济带生态一体化协同治理机制应从治理主体、治理路径、治理模式出发,充分考量其相互联系与作用性,构建决策、目标、利益、责任、绩效、保障“六体合一”的完整系统结构,并且实现目标设定、利益协调、监督管控、资源优化、绩效提升、信息共享等功能的融合,才能有效提升长江经济带区域生态经济的整体竞争力。

The ecological environment is an organic whole,and it is the basis for connecting dispersed economic complexes within the economic belt.The Yangtze River Economic Belt covers 11 provinces and cities in the eastern,middle and Western regions,and it is a key region for the transformation of China’s green economy.In recent years,it concludes that the main body dilemma,the interest conflict of the coordination mechanism and the institutional dilemma of the coordination mechanism are the main barriers to the development of ecological integration in the practice process of ecological co-governance in the Yangtze River Economic Belt.The ecological integration collaborative governance mechanism of the Yangtze River Economic Belt should proceed from the governance subject,governance path and governance model,and fully consider their interconnections and effects,and build a complete system structure of decision-making,objectives,interests,responsibilities,performance and guarantee of“six bodies in one”.In addition,it should integrates the functions of goal setting,benefit coordination,supervision and control,resource optimization,performance improvement and information sharing together,in order to effectively enhance the overall competitiveness of the ecological economy in the Yangtze River Economic belt.
