食品安全监管合规性体系信息化建设路径研究

Research on Establishing the Information Systemfor Food Safety Regulatory Compliance

食品安全监管合规性体系建设,是落实“加强和规范事中事后监管”和优化营商环境的要求,也是智慧监管建设的必由之路。是基于食品安全合规性的研究进展、制度安排文件,以及国外实践经验和我国食品安全示范城市创建、属地监管责任和党政同责的责任落实评估实践的阐述,本文分析了食品安全监管合规性信息化的大数据决策、“双随机、一公开”、风险交流沟通和协调合作机制的应用场景,提出了信息化设计的监管环节、监管业务和监管知识管理三方面的综合集成,并融入数据要素构建食品安全监管合规性体系。

Establishment of the food safety regulatory compliance system is the requirement of“strengthening and standardizing supervision during and after the event”and optimizing the business environment.It is also a necessary path to smart supervision.This paper discusses the research progress and policy documents on food safety regulatory compliance,foreign experience,and China’s practice in creating food safety demonstration city and evaluating theimplementation of local supervision responsibility,and party andadministrative leaders sharing responsibility.The authors analyze the application scenarios of the food safety regulatory compliance system,such as decision-makingusing big data,risk communication,and coordination mechanism.Finally,an information system for food safety regulatory compliance is proposed that integrates the areas,tasksand regulations of food supervision and incorporates data.
