Biosecurity and Countermeasures from the Perspective of National Security

新冠肺炎疫情爆发后,习近平总书记在2020年2月强调要把生物安全纳入国家安全体系。这需要研究实务层面和立法层面的诸多问题,如:生物威胁应对手段单一、基础医疗资源供给不足、法律政策滞后等。对此,亟需深化对生物安全重要性认识,构建国家生物安全统一理论框架,提升生物安全领域科研水平,完善应急保障体系,建立信息高效化智能化的传染病防控体系,构建完善国家生物安全法律法规体系。

After the outbreak of COVID-19,General Secretary Xi Jinping stressed in the February of 2020 that biosecurity should be included in the national security system.There are many problems that need to be studied.For example,there is a single response to biological threats,insufficient supply of basic medical resources,and lagging legal policies.In this regard,there is an urgent need to deepen the understanding of the importance of biological safety,build a unified theoretical framework of national biological safety,improve the level of scientific research in the field of biological safety,improve the emergency security system,establish an information-efficient and intelligent infectious disease prevention and control system,and build and improve biosecurity system of laws and regulations.
