突发公共卫生事件中公安机关履职治理结构

公安机关各职能部门有着日常的工作,各部门既各司其职又相互配合,而突发公共卫生事件的发生给公安机关的惯常工作带来了变数。突发公共卫生事件中需要公安机关进行大量的警务工作来进行事件控制、治安恢复、犯罪打击、风险消弭等工作。为此,公安机关应当在疫情公布和升级的各个阶段主动作为,分析治安形势和犯罪态势,积极围绕政府处置疫情的中心任务,积极工作配合其他部门来应对并消弭突发公共卫生事件中可能出现的各类风险。

The various functional departments of the public security organs have daily work,and each department performs their duties and cooperates with each other.The occurrence of public health emergencies has brought variables to the usual work of the public security organs.In public health emergencies,public security organs need to carry out a lot of police work to carry out incident control,public order restoration,crime fighting,and risk elimination.Therefore,the public security organs should take the initiative in all stages of the announcement and escalation of the epidemic,analyze the public security situation and the criminal situation,actively focus on the government’s central task of handling the epidemic,and actively work with other departments to respond to and eliminate possible public health emergencies of various risks.
