现代化海关国门生物安全治理刍议

Discussion on Bio-security Management of Modern Customs

《生物安全法》将于2021年4月15日生效实施,该法是国家生物安全领域的基础性、综合性、系统性、统领性法律,对海关依法保障国门生物安全有十分重要的影响。本文在落实总体国家安全观的框架下,在新时期海关的职能定位基础上,简述国门生物安全治理的重要意义以及当前海关国门生物安全治理存在的不足,研究探索现代化海关国门生物安全治理的实现路径。

The Biosafety Law of the people’s Republic of China will come into effect on April 15,2021. As a basic,comprehensive,systematic and leading law in the field of national biosafety,the law has a very important impact on the customs’ legal protection of national biosafety.Under the framework of implementing the overall national security concept and on the basis of the function orientation of the socialist customs with Chinese characteristics in the new era,this paper briefly expounds the significance of the national Bio-security governance and the shortcomings of the current customs national Bio-security governance,and studies and explores the realization path of the modern customs national Bio-security governance.
