海关在口岸公共卫生核心能力建设中作用分析

Research and Analysis on the Role of Customs in the Construction of Port Public Health and Safety Core Competence

新冠肺炎疫情暴发以来,我国口岸面临着严峻考验。习近平总书记作出重要指示,要牢固树立安全发展理念,始终把人民群众生命安全放在第一位,牢牢树立发展不能以牺牲人的生命为代价的红线意识。在此情况下,海关作为口岸卫生主管部门采取了一系列措施,有效阻断疫情的跨境传播。然而此次疫情防控工作中也暴露出在我国口岸公共卫生安全核心能力建设中仍然存在短板和不足。本文从国际先进经验和当前我国口岸疫情防控中存在的一些弱点难点问题入手,站在以大概率思维应对小概率事件的角度上,研究分析如何更好地发挥海关在口岸公共卫生安全核心能力建设中的作用。

Since the outbreak of COVID-19,China’s port authorities have faced severe tests.General Secretary Xi Jinping has made important instructions to firmly establish the concept of secure development,always give top priority to the safety of people's lives,and firmly establish the red line that development should not be carried out at the expense of human lives.In this context,the Customs,as the port health authority,has taken a series of effective measures to effectively stop the cross-border transmission of the epidemic.But the epidemic prevention and control work also revealed that there’s still a lot to improve in our public health.This article introduces some international advanced experience and analyses the weaknesses of current port epidemic prevention and control in our country in order to discuss how to play to the role of customs in port construction of core competence more effectively.
