摘要
在食品生产资源全球配置、生产加工全球协作的大背景下,任何一个国家/地区在食品安全问题上均不可能独善其身,具有“跨国境”性质的进出口食品尤其如此。要实现国际贸易食品风险的有效预防和全程控制,必需依赖进出口方各利益相关者的共同参与协作,特别是双方监管部门的协作。本文阐述了进出口食品安全“国际共治”的内涵,分析了实施进出口食品安全“国际共治”的必要性、可行性及主要障碍,提出了推进“国际共治”的策略建议和具体措施。
Because of global allocation of food production resources and global cooperation in food production and processing,any country/region cannot completely deal with food safety risks by himself,especially for cross-border foods.In order to effectively prevent and fully control the safety risks on international trade foods,the participation and cooperation of all stakeholders is necessary,especially the cooperation of bilateral regulatory authorities is very important.This paper expounded the connotation of“international co-governance”of import and export food safety,analyzed the necessity,feasibility and main obstacles of implementing“international co-governance”,and proposed strategic advice and specific measures to promote“international co-governance”for competent authorities.
