摘要
房产是农村老百姓最重要的个人财产,对农村房产进行不动产登记,可为农民财产性收入提供法律保障和政策保护。农房不动产登记将促进农村土地制度改革、农民增收、农村发展,为加快城镇化和户籍改革提供强有力的保障。农房不动产登记中最重要的一环是房产面积测绘计算,主要包括占地面积、建筑面积、专有建筑面积和分摊面积4个部分,其中建筑面积计算中的阳台、檐廊、挑廊、门廊、阁楼和门斗等多种多样情况复杂,难以准确判断。采用科学的方法和先进的技术获取准确的房产面积,不仅是测绘人的职责,而且直接关系到千家万户的利益。通过理论结合实践,解析了规范规定的上述部位的计算要求和实际现状测绘中遇到的问题,提出了合理的解决方案。
Real estate is the most important personal property of rural people.The real estate registration of rural houses can provide legal protection and policy protection for property income of farmers.The real estate registration will promote the reform of rural land system,increase farmers’income and rural development,and provide a strong guarantee for accelerating urbanization and household registration reform.The most important part of real estate registration of rural houses is the calculation of real estate area by surveying and mapping.The area calculation mainly consists of the land area,the structure area,the exclusive structure area and the assessed area.Balcony,eaves porch,cantilevered porch,porch,attic and door bucket in the structure area calculation are various.The situation is complicated and difficult to judge accurately.Using scientific method and advanced technology to calculate accurate real estate area,it is not only the responsibility of surveying and mapping people,but also directly related to the interests of families.In this paper,through the combination of theory and practice,we analyzed the calculation requirements of above-mentioned parts and the problems encountered in actual surveying and mapping,and put forward reasonable solutions.
