美国炼油产业研究分析与对中国的启示

Research on American Refining Industry and Its Enlightenment to China

通过对美国炼油产业布局结构特点、规模结构、装置结构、原油结构、产品结构等的研究分析,指出我国炼油行业发展,一是要控制总炼油能力,提高平均规模和开工率;二是要加快炼油行业向沿海石化基地集聚发展;三是要更加注重市场化、法制化手段在行业管理中的作用;四是要提高原油综合保障能力,降低原油成本;五是我国炼油产品结构,应适应国情国策。

Based on the research and analysis of the layout structure,scale structure,plant structure,crude oil structure and product structure of American refining industry,it is pointed out that the development of China's refining industry should pay attention to the following matters.First,to control the total refining capacity,and increase the average scale and operating rate;Second,to accelerate the concentration of refining capacity to the coastal petrochemical base;Thirdly,to strengthen the role of market-based and legalized means in industry management.Fourth,to improve the comprehensive crude oil supply capacity and reduce the crude oil cost;Fifth,to adjust the product structure according to the national conditions.
