公共危机中非正式志愿者组织产生与运作研究——以新冠肺炎疫情为例

Research on the Generation and Operation of Informal Volunteer Organization in Public Crisis:Take COVID-19 as an Example

通过线上参与式观察、问卷调研与访谈发现,面对新冠肺炎疫情如此重大的公共卫生事件,非正式志愿者能迅速经过多种组织化过程参与到多元化的紧急救援服务当中,呈现出线上线下有机联动、任务认领的行动方式、以满足居民需求为导向、强调组织间的协调合作等特点。随着疫情防控常态化和经济社会运行秩序的有序恢复,非正式志愿者组织的后续发展也被提上日程,其中,地位合法化、内部管理制度、运营思维创新是其转型成功的三大重点。

Through online participatory observation,questionnaire investigation and interview,the researchers found that in the face of such a major public health event as COVID-19,informal volunteers can quickly participate in diversified emergency rescue services through a variety of organizational processes.It presents the characteristics of organic linkage between online and offline activities,the action mode of task recognition,the orientation of meeting the needs of residents and the emphasis on coordination and cooperation between organizations.With the normalization of epidemic prevention and orderly restoration of economic and social operation,the follow-up development of informal volunteer organizations has also been put on the agenda.Among them,legalization of status,internal management system and innovation of operation thinking are the three key points of its successful transformation.
