Industrial Structure,Technological Innovation and High Quality Development of China's Economy

文章利用2003—2015年我国30个省(区、市)的面板数据,分析产业结构调整、技术创新对经济高质量发展的影响。实证研究表明:产业结构合理化和技术创新成果应用都显著推动了经济的高质量发展;产业结构高级化却显著阻碍了经济的高质量发展;技术创新投入对经济的高质量发展影响不显著。因此,文章建议:一方面,要改变以往“重研发、轻转化”的政策导向,充分发挥技术创新成果在经济高质量发展中的作用,完善技术创新成果转化为经济效益的机制和体系,解决技术创新与经济发展的结合问题,提高技术创新成果的转化效率;另一方面,要注重产业结构调整与经济发展水平相适应,不能盲目追求产业结构的“虚高化”,否则会阻碍经济的高质量发展。

This paper analyzes the impact of industrial restructuring and technological innovation on high-quality development of economy by using panel data of 30 provinces in China from 2003 to 2015.The empirical research shows that optimization of industrial structure and the transformation of technological innovation achievements significantly promote the high-quality development of the economy,while upgrading of industrial structure significantly hinders the high-quality development of the economy,and the investment in technological innovation has no significant impact on the high-quality development of the economy.Therefore,the author of this paper suggests:on one hand,we must change the previous policy orientation of “emphasizing R &D while neglecting transformation”,give full play to the role of transformation and application of technological innovation achievements in high-quality economic development,improve the mechanism and system for transforming technological innovation achievements into economic benefits,solve the problem of combining technological innovation and economic development,and improve the transformation efficiency of technological innovation achievements.On the other hand,the adjustment of industrial structure should be compatible with the level of economic development.It will hinder the high-quality development of the economy if the government ignores the stage of economic development and blindly chases the upgrading of industrial structure.
