20 Years’ Research on Rural Grassroots Mass Self-government: Issues, Debates and Prospects

自治是乡村治理的根基,有效自治是乡村基层治理现代化的题中应有之义。自20世纪80年代以来,学界、实务界对乡村基层群众自治的理论逻辑、制度设计、实际运行和有效实现等展开了广泛研究。对于新世纪以来基层群众自治实践所面临的诸多难题,无论宣称"自治已死",还是呼吁"找回自治",实际都表明乡村基层群众自治陷入了某种僵局,也显示出相关研究进入了特定的瓶颈期。面向新时代基层治理现代化与乡村振兴战略的推进,通过分析乡村基层群众自治研究的总体状况、议题聚焦,进而揭示相关的论争与分歧,可以直观、全面地刻画乡村基层群众自治研究近二十年来的基本样态,为克服研究议题僵化和深化基层群众自治研究议题提供直接的证据。

Autonomy is the foundation of rural governance, and effective autonomy is the proper meaning of modernization of rural grassroots massself-government. Since 1980s, academic and practical circles have conducted extensive research on the theoretical logic, system design, practical operation and effective realization of rural grassroots mass self-government. As for the many difficulties faced by the grassroots mass self-governmentpractice since the new century, whether it is declared that "autonomy is dead"or called for "finding autonomy", it actually shows that the rural grassroots mass self-government has fallen into a certain deadlock, and it also shows that related research has entered a specific bottleneck period. Facing the modernization of grassroots mass government and the promotion of rural revitalization strategy in the new period, by analyzing the general situation and focus of the research on grassroots mass self-government in rural areas, and then revealing the related disputes and differences, we can visually and comprehensively depict the basic patterns of the research on grassroots mass self-government in rural areas in recent 20 years, and provide direct evidence for overcoming the rigidity of research topics and deepening the research topics on grassroots mass self-government.
