高职旅游管理专业绩效评价体系的研究与实践

Research and Practice on Performance Evaluation System of Higher Vocational Tourism Management Major

数据包络分析法(Data Envelopment Analysis,简称DEA法)是一种进行行业或企事业单位资源配置效率评价的比较有效的方法。应用DEA的CCR模型,以2017年东北石油大学秦皇岛校区提供的年度截面数据为基础,对该校旅游管理专业的办学进行了绩效评价。结果发现该专业办学综合效率为技术无效,办学的技术转化能力较弱,规模效率高,规模报酬递增;在政策支持、计划课时、场地和设备投入方面出现冗余情况;在学生获奖、校外资金支持和用人满意度方面产出不足。模型能够客观地反映出该专业存在的问题,并表现出良好的适用性。

Data Envelopment Analysis(DEA) is an effective method for evaluating the efficiency of resource allocation in industries, enterprises and institutions. Based on the annual cross-sectional data provided by Northeast Petroleum University Qinhuangdao in 2017, the CCR model of DEA is applied to evaluate the performance of the major of tourism management of Northeast Petroleum University Qinhuangdao. The results show that the comprehensive efficiency of this major is invalid in technology;the technology transformation ability is weak;the scale efficiency is high and the scale returns are increasing;redundancy occurs in policy support, planning class hours, site and equipment input. There is insufficient output in student award, off-campus financial support and employee satisfaction. The model can objectively reflect the problems existing in this major and show good applicability.
