国家自然科学基金资助项目终止和撤销情况分析与思考

Analysis and reflection on termination and cancellation of NSFC funded projects

2007—2018年,国家自然科学基金各类资助项目办理终止、撤销918项,退回资助项目资金20519.98万元。结合国家自然科学基金委员会新颁布的项目变更管理规程以及从事终止、撤销项目的管理经验,通过对科学基金资助项目终止、撤销情况进行数据分析,总结有益经验,提出进一步完善管理的政策建议。

From 2007 to 2018,altogether 918 projects funded by the National Natural Science Foundation of China(NSFC)were terminated or canceled,and a total of 205.20 million yuan was withdrawn.Based on the newly issued project change management regulations of NSFC and the management experience in termination and cancellation of projects,this paper analyzes the data of those projects terminated or canceled by NSFC,summarizes useful experiences,and puts forward some suggestions.
