Mao Zedong’s Creative Exploration of and Enlightenment for Party Building

注重制度建设是毛泽东党建思想的重要组成部分。以毛泽东同志为主要代表的中国共产党人对党的制度建设的创造性探索,经历了建党初期以党章为核心的实体性制度建设的探索、遵义会议前后适应战争和革命的制度逐步确立、新中国成立后执政党制度建设的初步探索与展开等阶段,呈现出注重自主创新与善于向苏联学习相结合、强化党章的统领作用并适时进行制度的完善等特点。党的各方面制度建设取得了显著进步,为党夺取新民主主义革命和社会主义建设的伟大胜利夯实了制度基础,并积累了丰富的经验启示。这就是推进党的制度建设要坚持和加强党的全面领导,保证党的各项制度的有效实施,并把党的制度建设与国家法治建设有机地结合起来。

Paying attention to the institutionalization of the Party is an important part of Mao Zedong’s thoughts on party building.The Chinese communists,represented by Comrade Mao Zedong,were engaged in a series of creative explorations related to Party building and institutionalization,ranging from substantive institutional construction with the Party constitution as the core in the early days of the founding of the Party to the preliminary establishment of a system adapted to war and revolution before and after the Zunyi Conference,and to the initial attempts and explorations to institutionalize the ruling party after the founding of the New China.These Party building initiatives were characterized by an emphasis on pursuing independent innovation and learning from the Soviet Union as well as on strengthening the leadership role of the Party constitution and perfecting the governance system in a timely manner.Significant progress has been made in all aspects of the Party’s institutional construction,which laid a solid foundation for the Party’s great victories in the new democratic revolution and socialist construction,and accumulated rich experience and enlightening practices.To sum up,in order to press ahead with Party building,we must adhere to and strengthen the Party’s overall leadership,ensure the effective implementation of the Party’s system,and organically integrate the Party building with the rule of law.
