阿根廷外交政策的转向:以不结盟运动为例

Shift in Argentina’s Foreign Policy:Taking the Non-aligned Movement as an Example

摘要 阿根廷于1973年庇隆第二次执政时加入不结盟运动,成为了不结盟运动的正式成员国,又于1991年梅内姆执政时退出了不结盟运动,选择与美国“自动结盟”。从1973-1991年,阿根廷从积极参与并支持该运动,到退出该运动并与其宗旨背道而驰,其对待不结盟运动的态度发生了极大的转变。阿根廷与不结盟运动关系的变迁,标志着其对外政策路线的重大变革,即从独立自主的、站在第三世界国家同一立场上的不结盟路线,到完全追随美国、成为其忠实盟友的结盟路线。同时,阿根廷与不结盟运动的关系的剧烈变化,也折射出其外交政策的重大变革,即外交政策从为其政治地位服务,转变成了为其经济发展服务。 Argentina joined the non-aligned movement when Peron was in power for the second time in 1973 and became a full member of the non-aligned movement.In 1991,when Menem was in power,Argentina withdrew from the non-aligned movement and chose an"automatic alliance"with the United States.From 1973 to 1991,from actively participating in and supporting the movement to withdrawing from the movement and running counter to its purpose,Argentina's attitude towards the non-aligned movement changed greatly.The change of the relationship between Argentina and the non-aligned movement marks a major change in its foreign policy line,that is,from an independent non-aligned line standing on the same position of the third World countries to an alliance route that fully follows the United States and becomes its loyal ally.At the same time,the drastic changes in the relations between Argentina and the non-aligned movement also reflect the major changes in its foreign policy,that is,the foreign policy has changed from serving its political status to serving its economic development.
