科技兴警作为重大战略对公安机关迎接新时代、踏上新征程具有重要的现实意义和理论价值。通过技术演化理论梳理科技兴警战略的发展脉络,分析内在行动逻辑,探寻推进科技兴警战略的实践路径,有助于进一步坚定中国特色社会主义强警之路的自觉自信,推动公安科技信息化事业的长足发展。新中国成立以来,科技兴警在时间、空间、技术以及警务形态四个维度上不断演化,形成了价值理念、认知论、方法论和实践应用四个方面的行动逻辑。面对新时代传统安全因素和非传统安全因素耦合叠加、相互抬升和共振效应不断凸显,公安机关必须高站位谋篇布局,强力推进科技兴警战略,发挥科学技术在社会风险防控、打击预防犯罪以及行政服务中的作用。在立足于当前科技兴警战略的内在逻辑和时代要求下,公安机关应坚持"重视国家安全,持续创新协同,打造跨界融合,优化社会治理"的"四位一体"发展之道,推动警务科技内涵式、高质量发展。

"Technologically-Strengthened Policing"is essential to police work in the new era of policing.A comprehensive analysis of its conceptual development,internal logic and practices is of great theoretical and practical significance for the application of information technology to policing practices.Since the foundation of People’s Republic of China,the strategy has developed in four dimensions:time,space,technology and police form,and formed its operational logic in terms of values,cognitive theory,methodology and practice.Considering the increasing overlap,mutual uplifting and resonance effect between traditional security factors and non-traditional ones,public security organs should further improve its strategic layout,strengthen policing by technology,and apply science and technology to risk control,crime fighting and prevention and police service.Public security organs should also adhere to the five-sphere integrated plan of emphasizing national security,continuously innovating and cooperating,building a modern logistic system,and optimizing social governance to promote a high-level intensive development of policing technology.
