公安民警培训效果评估指标体系研究——基于柯克帕特里克模型和CIPP模型

Research on the evaluation index system of police training effect—Based on Kirkpatrick model and CIPP model

规范化培训是提高公安民警综合素质,做到能岗匹配的重要途径。培训效果评估是提高培训质量,完善培训制度的重要手段,是培训体系的重要组成部分。目前学术界对公安民警培训效果评估关注较少,相关研究不够深入,公安机关缺乏可资借鉴的学术成果,迫切需要系统科学的理论作指导以促进培训效能最大化。借鉴柯克帕特里克模型(学界简称“柯氏模型”)和CIPP模型,结合公安民警培训工作的特点和实际情况划分评估维度,分析评估方法、评估时机和评估数据来源,设计培训效果评估指标体系表和培训满意度调查表,可以构建较为系统完善的公安民警培训效果评估体系,更好地发挥民警培训对公安工作的促进作用。

Standardized training is an important way to improve the overall quality of public security police and to match their positions.The evaluation of training effect is an important means to improve the quality of training and perfect the training system,and it is an important part of the training system.At present,the academic circles pay less attention to the evaluation of police training effect,and the related research is not in-depth.Public security organs lack academic achievements that can be used for reference.There is an urgent need for systematic and scientific theories as guidance to maximize training effectiveness.Drawing lessons from the Kirkpatrick model(academic referred to as the“Korot model”)and CIPP model,combining the characteristics of police training and the actual situation to divide the evaluation dimensions,analyze the evaluation methods,evaluation timing and evaluation data sources,and design the training effect evaluation index system table and the training satisfaction survey form,can build a more systematic and complete evaluation system of police training effect and better play the role of police training in promoting public security work.
