在新发展格局背景下,天津坚持稳中求进、高质量发展,建设良好营商环境。一直以来,天津聚焦高水平对外开放,不断促进外资企业在津的发展和有效投资。而且近年来,外资企业为天津深化改革、推动技术进步、实施产业升级、促进经济增长等方面发挥了重要作用。虽然天津采取了一系列措施使得外资营商环境得到了明显的改善,但在政策制定水平、产业环境升级、政府契约精神落实、人文环境改造及综合竞争力提升方面还存在一定的欠缺。因此,天津应注重营造市场化、法治化、国际化的一流营商环境,以更好地吸引国际资本的流入,促进外资规模的扩大。

Under the background of new development pattern,Tianjin adheres to steady progress,high quality development and the construction of good business environment.Tianjin has been focusing on high-level opening-up to the outside world and continuously promoting the development and effective investment of foreign-funded enterprises in Tianjin.And in recent years,foreign-funded enterprises have played the important role in deepening reform,pushing technological progress,implementing the industrial upgrading and promoting economic growth for Tianjin.Although Tianjin has taken a series of measures to improve the foreign business environment,there are still some deficiencies in policy formulation level,industrial environment upgrading,the implementation of the government contract spirit,the transformation of humane environment and the promotion of comprehensive competitiveness.Therefore,Tianjin should create a first-class business environment characterized by marketization,legalization and internationaliz-ation so as to better attract the international capital and increase the scale of foreign capital.
