高水平高职院校建设任务研究——以18所“双高计划”院校为例

On the Construction of Top-notch Vocational Institutions and Programs——Taking 18 Colleges in the "Double High-level" Plan as Examples

"双高计划"建设提出了"一个加强""四个打造""五个提升"的十项改革发展任务。本文从第一轮国家"双高计划"的拟建设名单中,选取18所具有代表性的高职院校,通过对这些院校的建设任务进行研究分析,发现各院校的建设任务明确、目标具体、思路清晰、举措详实、预期成效切合实际、操作性强。建议"双高计划"院校要抓住战略机遇,进一步明确方位、找准方向,充分利用现有的基础和条件,摆脱自身发展面临的现实困境,破解并优化策略,为后轮"双高计划"建设的顺利推进以及省(市)级"双高计划"建设院校的有效开展发挥示范引领作用。

The national"Double High-level"Plan(hereafter referred as the Plan)proposes ten reform and development tasks including"one strengthening","four buildings"and"five promotions".This paper selects 18 colleges and universitie from the first construction list in the Plan and analyzes their respective tasks.The analysis indicates that these tasks carry specific goals and are well carried out with clearity of thought and detailed measures.The estimated results are set according to practical situations.The first listed colleges and universities should seize strategic opportunities to further clarify development orientation.In addition,they should make full use of their own foundations and conditions to get out of tight corners in development,playing an exemplary and leading role for the subsequent potential candidates and for a smooth implementation of the Plan at provincial and municipal level.
