我国铁路建设投资管理模式刍议

On investment management mode of railway construction in China

铁路作为国家重要的基础设施,对社会经济的发展发挥着极其重要的支撑和促进作用。文章阐述我国铁路建设投资体制的现状,包括规划建设审批制度、铁路项目分类投资建设模式、地方政府建设资金来源、铁路投融资改革趋势;对江西省、贵州省、南京市等典型省市的铁路投资管理模式进行系统分析;总结我国铁路建设管理模式的发展趋势,并对铁路投资建设管理的健康发展提出一些见解。

As an important infrastructure in China,railway plays an important role in supporting and promoting the development of social economy.This paper expounds the current situation of railway construction investment system in China,including the planning and construction approval system,the classified investment and construction of railway projects,the source of local government construction funds,and the trend of railway investment and financing reform.It analyzes the railway investment management mode of typical provinces and cities such as Jiangxi,Guizhou and Nanjing City,summarizes the development trend of railway construction management mode in China,and puts forward some recommendations on the healthy development of railway investment and construction management.
