摘要
基于中国2004~2017年省际面板数据及门槛回归技术,实证考察了环境规制对双向FDI绿色创新的异质动态调节影响。研究发现:考察期内,中国绿色创新发展呈现典型的"OFDI驱动、IFDI拖累"的两级异化特征;IFDI对绿色创新存在负向且边际效率递减的动态影响,而OFDI逆向绿色创新则表现出"U"型演化特征;环境规制对双向FDI绿色创新具有显著的动态"纠偏效应",但若要有效摆脱IFDI和OFDI的潜在消极影响,应分别施加更为严厉和强度适中的环境规制调节策略;现阶段的环境规制既有利于弱化IFDI对绿色创新的负面影响,也有助于强化OFDI的逆向绿色创新效果;环境规制对双向FDI绿色创新的动态调节效应存在显著的空间差异,积极调节效果的实现均需要满足异质性触发条件,即东部地区应比中、西部地区实施更为严厉的环境规制策略。
Based on China′s 2004~2017 inter-provincial panel data,this paper empirically examines the impact of environmental regulation on the heterogeneous dynamic adjustment of two-way FDI green innovation with threshold regression.The study finds that during the period of investigation,China′s green innovation development shows a typical two-level alienation characteristic of″OFDI drive,IFDI drag″.IFDI has a negative dynamic effect on green innovation and diminishing marginal efficiency,while OFDI′s reverse green innovation shows a″U″-shaped evolution characteristic.Environmental regulation has a significant dynamic″correction effect″for two-way FDI green innovation,but more stringent and moderately strong environmental regulation adjustment strategies should be imposed respectively in order to effectively get rid of the potential negative effects of IFDI and OFDI.The current environmental regulations are not only conducive to weakening the negative impact of IFDI on green innovation,but also helping to strengthen OFDI′s reverse green innovation spillover effect.Environmental regulation has significant spatial differences in the dynamic adjustment effect of two-way FDI green innovation spillovers.The realization of the positive adjustment effect needs to meet the heterogeneous triggering conditions,namely the eastern region should implement stricter environmental regulation strategies than the central and western regions.
