我国国门生物安全治理的情报路径

The Intelligence Path of China National Biosafety Governance

[目的/意义]当前我国国门生物安全形势趋于严峻,潜在危险性生物与未知生物通过口岸进入国内的风险日趋增加,国门生物威胁变得异常复杂。基于此,加强我国国门生物安全治理的情报水平有利于防范外来生物威胁、筑牢口岸检疫防线、维护国门生物安全。[方法/过程]针对我国国门生物安全治理的情报难点进行研究并从指挥体制、监督考核、数据整合、监测预警、部门协作五个方面来探讨存在的具体问题。[结果/结论]提出应从建立全方位的情报指挥与监督体系,织密全链条的情报数据与预警网络,加强全开放的情报国际与国内合作三个路径来提升我国国门生物安全治理的情报水平。

[Purpose/Significance]The current national biosecurity situation in China is becoming severe.The risks of potentially known and unknown dangerous organisms entering the country through ports are increasing,and national biological threats have become extremely complex.Based on the current situation,strengthening the intelligence level of China national biosecurity governance is conducive to preventing foreign biological threats,building a strong port quarantine defense line,and maintaining national biosecurity.[Method/Process]The intelligence difficulties of China national biosecurity governance and explores specific problems are from five aspects:command system,supervision and assessment,data integration,monitoring and early warning,and departmental collaboration.[Result/Conclusion]It is proposed to improve the intelligence level of China national biosecurity governance by establishing a comprehensive intelligence command and supervision system,weaving a dense intelligence data and early warning network of the whole chain,and strengthening open intelligence international and domestic cooperation.
