大数据时代开源情报的知识危机与应对策略 被引量:9

摘要 [目的/意义]大数据时代,信息过载、信息噪声和信息迷失给开源情报工作带来相应的负面影响,解决因知识的局限性造成情报失察、决策失误的开源情报“知识危机”,有利于海量信息分析生成准确、有效的开源情报,推动知识经济发展。[方法/过程]通过开源情报的知识链流程模型建立与分析,提出提高知识获取效率、知识完备性检验共治、知识共享存储获取的策略和可行性分析。[结果/结论]从开源情报的知识链管理视角提出缩短知识形成链条、减少偏见错误、有序化知识的应对思路,使得开源情报全面、高效、可利用性强,为开源情报工作完善发展提供信息治理和情报组织管理的借鉴。 [Purpose/Significance]In the big data era,information overload,information noise and information loss have brought about corresponding negative effects on open source intelligence work.To solve the"knowledge crisis"of open source intelligence,which is caused by the limitation of knowledge and leads to intelligence oversight and wrong decision-making,is conducive to the analysis of marine information to generate accurate and effective open source intelligence and promote the development of its knowledge economy.[Method/Process]Through the establishment and analysis of the knowledge chain process model of open source intelligence,this paper puts forward the strategies and feasibility analysis of improving the efficiency of knowledge acquisition,test and governance of knowledge completeness,and knowledge sharing storage and acquisition.[Result/Conclusion]From the perspective of knowledge chain management of open source intelligence,it puts forward some countermeasures,such as shortening the knowledge formation chain,reducing bias errors,and ordering knowledge,which makes open source intelligence comprehensive,efficient and highly available.It will provide references for information governance and intelligence organization management to improve the development of open source intelligence work.
