从智库影响力到智库能力:智库评价体系的视角转换与方式创新研究

From Think-tank Influence to Think-tank Capacity:The Perspective Conversion and Approach Innovation of Think-tank Evaluation System

[目的/意义]将智库能力作为构建智库评价体系的新视角与新方式,既契合我国智库运行过程及其所处的现实环境,又能促进新型智库资源的优化配置,也有助于推动智库综合实力的提升。[方法/过程]采用文献研究、案例分析的方法,厘清智库影响力及智库能力等相关概念的内涵,探讨影响力视角下智库评价工作的若干困境,进而主张从能力视角出发构建智库评价的新体系。[结果/结论]智库评估的焦点在于寻求更为完善、合理的评价方式,应而须由当前的重视智库影响力转变至侧重于智库能力,以对新型智库建设及其长远发展产生引领作用。构建符合我国新型智库建设实际的评价体系,尝试从智库产品生产及组织运行流程的角度构建智库指标体系,包括研判选题、数据处理、成果产出、成果传播转化四大指标。

[Purpose/Significance]Think-tank capacity,as a new perspective and a new way to construct the evaluation system of think-tanks,not only conforms to the operation process of think-tanks and the actual environment in which they are located,but also promotes the optimal allocation of resources of new style think-tanks with Chinese characteristics,and helps to promote the comprehensive strength of think-tanks.[Method/Process]By using the methods of literature research and case analysis,this paper clarifies the connotation of think-tank influence and think-tank capacity,discusses some difficulties of think-tank evaluation from the perspective of influence,and proposes to construct a new evaluation system of think-tank from the perspective of capacity.[Result/Conclusion]The focus of think-tank evaluation is to seek a more perfect and reasonable evaluation method.The focus of think-tank evaluation should be shifted from the current emphasis on think-tank influence to the focus on think-tank capacity,so as to play a leading role in the construction and long-term development of new think tanks.In order to build an evaluation system that is in line with the reality of China's new think tank construction,this paper attempts to build an index system of think-tanks based on the perspective of the production of think-tank products and the operation process of organization,including four indicators of research and judgment,data processing,achievement output and achievement dissemination and transformation.
