摘要
新冠肺炎疫情对日本农业的生产端、流通端、销售端造成严重的影响,导致农业生产秩序遭到破坏、农产品需求锐减、绿色旅游陷入停滞。对此,日本分类出台全面且精细的支持政策、灵活制定应对措施,具体包括优化农协办公模式,提高企业本地化雇佣率以维护农户生产稳定,开辟多样化渠道促进农产品产销对接,构筑多层次资金支援体系促进绿色旅游业恢复。得益于各项有力措施,日本农业取得了阶段性的抗疫效果。然而,日本疫情进入第三次暴发期后,农产品价格下跌、农业劳动力短缺问题再次显现。疫情常态化背景下如何确保疫情防控与生产发展齐头并进成为日本农业的新课题。
The COVID-19 epidemic has had a serious negative impact on the production, circulation and sales of agriculture industry in Japan, which brought a series of problems such as the difficulty in conducting agricultural activities, unsalable problem of fresh agricultural products and stagnation of green tourism. Therefore, Japan has issued comprehensive and detailed support policies and countermeasures to eliminate negative influence on agriculture caused by the epidemic, including optimizing the working mode of JA and improving the local employment rate of enterprises to maintain the stability of farmers’ production, opening up new channels to promote the sale of agricultural products, as well as constructing a multi-level financial support system for green tourism operators. With various effective countermeasures, progress in fighting against the pandemic has been made in a phased manner in Japan’s agricultural industry. However, the price falling of agricultural products and the shortage of agricultural labor occurred again after the third outbreak of the epidemic.How to tackle the ongoing epidemic while ensuring the continuing development of agricultural production has become a new issue for Japan’s agriculture.
