民族地区教育政策评估指标体系的建构——基于政策生命周期理论与教育政策评估标准双维度 被引量:6

摘要 民族地区教育政策评估实践探索与评估理论建构是民族地区教育政策评估的两个方面,二者交互影响的存在模式共同决定了政策评估的质量。就研究现状看,宏观层面的评估理论建构远落后于微观层面的评估实践研究。民族地区教育政策评估理论的核心是评估指标体系,评估指标是评估实践的依据,关系着教育政策评估的成败。从政策生命周期理论的三个阶段与教育政策评估的三个标准,两个维度出发,构建包括3个一级指标,11个二级指标和35个三级指标的合理、可行的民族地区教育政策评估指标体系,进一步完善民族地区教育政策评估理论,促进教育政策评估的科学化、标准化,加快实现教育政策评估的制度化,以有效提升民族地区基层教育治理水平。 Practical exploration on educational policy assessment and assessment theory construction in minority areas are the two aspects of educational policy assessment in minority areas, the cross-impact existence pattern decides the quality of policy assessment.As far as the current research is concerned, assessment theory construction on macro level lags far behind the construction on micro level.The core of assessment theory is the evaluation index system, evaluation index is the gist of assessment practice, It decides the success or failure of educational policy assessment. From the three steps of policy life circle theory and three criteria of educational policy assessment,two dimensions to construct reasonable and feasible evaluation index system which includes three first-level indicators,eleven second-level indicators and 35 third-level indicators for minority areas, to perfect the assessment theory, to improve the assessment scientifically and standardizingly, to accelerate the realization of institutionalization of the assessment and effectively promote education governance at community level in the areas.
