新中国成立七十年社会治理之回顾与新时代社会治理之展望

A Review of Social Governance in the 70 years from the Founding of the People's Republic of China and a Prospect of Social Governance in the New Era

本文对新中国成立70年的社会治理过程进行了梳理,并在此基础上重点讨论与分析党的十八大以来中国社会治理在体制机制、理念与措施等方面的新变化,进而展望我国未来社会治理的新路後。对于新时代的社会治理,笔者强调要从七个维度做好工作:构建协作共治的新格局、推进共享治理的新格局、推进法治治理的新格局、推进智能治理的新格局、推进安全治理的新格局、推进专业治理的新格局、推进以德治理的新格局,为了更好地实现这些目标,需要积极提升党政领导干部的领导力,积极应对新时代提出的新挑战与新要求。

This article reviews the social governance development in the 70 years from the Founding of the People’s Republic of China.On this basis,the author discusses and analyzes several new changes of social governance mechanism,ideas and measures since the 18th National Congress of the CPC and prospects new path of China’s social governance in the future.The author points out that in the new era social governance should be implemented from seven dimensions:to advance a new pattern of co-governance,shared governance,rule by law governance,intellectual governance,security governance,professional governance and governance based on morality.In order to better achieve these goals,we need to actively enhance the leadership of the Party and government cadres,and positively respond to the new challenges and requirements in the new era.
