摘要
医疗质量安全关乎民生福社,预防和化解医疗纠纷信访问题事关民生、事关社会安定、事关国家治理体系和治理能力现代化建设。山西省医疗纠纷人民调解委员会成立于2006年,是国内成立最早的省级层面行业性、专业性医疗纠纷人民调解组织,14年来组织化解了数万件医疗糾纷,参与解决了大量医疗纠纷信访问题,是我国医疗纠纷人民调解模式的典型性代表之一。这一组织的创立发展演进浓缩了我国医疗纠纷的产生、解决、治理历程。深入剖析这一组织的发展过程、工作经验和启示,对于准确把握我国医疗纠纷的发展规律、创新当前基层医疗糾纷的治理方式,乃至推动基层社会矛盾纠纷按行业按领域专业化化解都具有很好的借鉴意义。
To the people,health is the most universal need for a better life.Medical quality and safety is related to people’s well-being,as well as the prevention and resolution of medical disputes and public complaints&proposals concerns people’s livelihood,social stability,and the modernization of China’s governance system and governance capacity.Shanxi Provincial people’s mediation committee of Medical dispute(hereinafter referred to as the medical mediation committee of Shanxi Province),founded in 2006,is the earliest provincial level industrial,professional medical dispute mediation organization in China.As one of the typical representatives of medical dispute mediation modes in China,it has resolved tens of thousands of pieces of medical disputes and participated in solving a large number of medical public complaints&proposals in 14 years.The founding,development and evolution of this organization have condensed the process of the generation,settlement and governance of medical disputes in China.An in-depth analysis of the organization’s development process,work experience and inspiration is of great reference significance for accurately grasping the development law of China’s medical disputes,innovating the current governance mode of grassroots medical disputes,and even promoting the professional resolution of grassroots social contradictions and disputes according to the industry and field.
