地方政府体育治理:概念内涵、三重逻辑与路径选择

Sport Governance by the Local Governments:Implications,Triple Logic and Path Choice

地方政府作为体育治理现代化的关键力量,肩负着实现国家体育治理目标的责任使命。探究地方政府体育治理对体育治理现代化和体育强国建设具有重要意义。采用文献资料法、逻辑分析法对地方政府体育治理的内涵进行解析,发现其凝聚了政府体育治理意志和人民体育权利双重要义。进一步深挖地方政府体育治理所遵循的理论逻辑、历史逻辑与现实逻辑,论证了地方政府体育治理是新时代地方政府践行社会主义制度的应然表现与必然之举。并在此逻辑基础上,提出我国地方政府体育治理的路径选择:推进体育强省建设目标实现、加强体育软治理手段运用与规范、优化城乡公共体育资源配置、促进体育治理末梢延伸至人民需求。

As a key driving force behind sport governance modernization,the local governments are responsible for undertaking the mission of realizing the goals of national sport governance.Research on the local governments.role in sport governance is therefore highly relevant to modernizing sport governance and building a leading sports nation.By literature review and logical analysis,this paper analyzes the implications of sport governance by the local governments,and finds that it encapsulates both the governments.will and people.s sports rights.The paper goes on to further analyze the theoretical logic,historical logic and realistic logic behind sport governance by the local governments,which proves to be the proper performance and inevitable action of the local governments to practise the socialist system in the new era.On this basis,this paper puts forward the following path choices for China.s sport governance by the local governments:take further steps to build leading sports provinces;further apply and standardize the soft means for sport governance;optimize the allocation of urban and rural public sports resources;promote sport governance to meet people.s needs.
