后疫情时期金融创新支持科技型小微企业高质量发展的对策——以南京市为例

Countermeasures of Financial Innovation to Support the High-quality Development of Technology-based Small and Micro Enterprises in the Post-COVID Period:Taking Nanjing City as an Example

当前南京已形成"财政金融政策引导扶持+科技金融专营机构建设+科技金融产品业务创新+金融服务平台建设"的发展模式,重点扶持科技型企业的发展。针对后疫情时期金融创新支持科技型小微企业的现状和不足,就金融创新支持科技型小微企业高质量发展提出以下建议:细化科技型小微企业认定标准,为政策精准实施提供政策支撑;完善激励机制,引导金融机构均衡发展科技金融业务;优化政策操作流程,引导民营创投机构投资,提升政府引导基金运作效率;建立健全信息共享机制,充分发挥"南京金服"的各项功能;打破中小微企业"征信悖论",推动中小微企业联盟链建设;改善商业生态环境,搭建综合平台,持续提升科技型小微企业自生能力。

At present Nanjing has formed the development model of“fiscal and financial policies to guide and support+construction of specialized institutions in science and technology finance+business innovation of science and technology financial products+construction of financial service platforms”to focus on the development of technology-based small and micro enterprises.Aiming at the current situation and shortcomings of financial support for technology-based small and micro enterprises in the post-COVID period,on financial innovation to support the high-quality development of technology-based small and micro enterprises,this paper proposes the following recommendations:refining the criteria for the identification of technology-based small and micro enterprises to provide policy support for the precise implementation of related policies;perfecting the incentive mechanism to guide financial institutions to develop science and technology finance business in a balanced manner;optimizing the policy operation process and guiding private venture capital institutions to invest and enhancing the operation efficiency of government-guided fund;establishing and improving the information sharing mechanism to give full play to the platform functions of“Nanjing Financial Service”;breaking the“credit paradox”of small,medium and micro-sized enterprises to promote the construction of the enterprises alliance chain;improving the commercial ecological environment and building a comprehensive platform to continuously upgrade the self-generating ability of technology-based small and micro enterprises.
