论交通规划在国土空间规划中的关键作用——以广州市为例

THE KEY ROLE OF TRANSPORTATION PLANNING IN TERRITORIAL PLANNING:A CASE STUDY OF GUANGZHOU

国土空间规划是对主体功能区规划、土地利用规划和城乡规划等空间规划的融合。三大规划各具特点,有着不同的价值取向。交通规划作为利用和引导国土空间的关键变量,在三大规划融合中可以发挥促进融合的关键作用。广州市国土空间总体规划在编制过程中充分重视交通规划的关键作用,探索应用三步协同法,发挥交通规划在调和用地矛盾、引导产业协同和引领城市定位提升方面的关键作用,促进实现国土空间资源的保值增值。随着国土空间规划改革的深入推进以及对空间多元化价值的深入认识,有必要对交通规划在完善国土空间规划体系中的作用与技术方法进行探索。

Territorial planning is the integration of main functional area planning,land use planning,and urban and rural planning,in which each of the three planning systems has different characteristics and value orientation.As a key variable to utilize and guide the territorial planning,transportation planning can play a key role in promoting the integration of the three planning systems.In the process of formulating the overall territorial planning of Guangzhou,the key role of transportation planning is fully considered.In this paper,it uses the three-step coordination method in Guangzhou to study the key role of transportation planning in the territorial planning,including coordinating land use conflicts,guiding industrial collaboration,and leading the upgrading of urban positioning,to promote the preservation and appreciation of territorial resources.With the deepening of the reform of territorial planning and the in-depth understanding of the diversified value of space,it is necessary to further explore the role and technical methods of transportation planning in the improvement of the territorial planning system.
