摘要
“唯论文、唯帽子、唯职称、唯学历、唯奖项”的“五唯”现象成为高校学术评价的顽瘴痼疾。破“五唯”,关键是要破除“唯”的至上性、绝对性和极端性,而不是抛弃论文等。要理解“五唯”产生的制度根源,加强政策的整体系、系统性设计,做到“破”“立”结合,缩短政策“真空期”,从制度和文化着手进行标本兼治。政府进一步简政放权,优化学术评价制度环境;推动高校学术生产模式转换;建设学术共同体,完善同行评议制度;强化分类评价导向,构建符合学科特点的多元评价体系;发展第三方科技评价机构,积极开展第三方评估。
The phenomenon of“Five-Only”:“paper-only”,“hat-only”,“title-only”,“academic qualifications-only”and“awards-only”has become a persistent and chronic problem of academic evaluation in colleges and universities.To break the“Five-Only”,we should break the supremacy,absoluteness and extremity of“Only”,rather than abandoning paper,etc.It is necessary to understand the institutional root of“Five-Only”,strengthen the overall system and systematic design of policies,achieve the combination of“breaking”and“establishing”,shorten the“vacuum period”of policies,and tackle both symptoms and root causes from the perspective of system and culture.The government further streamlined administration and delegated power,and optimized the academic evaluation system environment.Promote the transformation of academic production mode in universities;Build academic community and perfect peer review system;Strengthen the classification evaluation orientation,and construct the multiple evaluation system in line with the characteristics of the subject;We will develop third-party science and technology evaluation institutions and actively carry out third-party evaluation.
