Review and Prospect on Public Sci-Tech Finance

公共科技金融在科技金融体系中发挥着至关重要的“国家队”引领作用。基于现有文献,系统梳理与总结公共科技金融研究的相关成果,通过对公共科技金融研究的发展历史、理论范畴、作用定位、理论基础、体制机制和效率评价等方面进行述评,发现目前公共科技金融理论研究仍较为薄弱,明显滞后于实践探索;无论是理论探讨还是实证分析,一直存在着概念不清并与相关范畴及变量混淆使用的问题,缺乏对公共科技金融体系全局性、集中性的专门研究。因此,从基本理论范畴的科学界定入手抓紧构建中国特色公共科技金融理论体系、依据其二元特征及理论内核重构公共科技金融评价体系、优化公共科技金融模式有效性实现路径的研究将是未来学术研究的主要方向。

Public Sci-Tech finance plays a vital role in the leading role of the“national team”in the Sci-Tech financial system.Based on the existing literature,systematically combing and summarizing the relevant results of public Sci-Tech finance research,by reviewing the development history,theoretical scope,functional positioning,theoretical foundation,institutional mechanism and efficiency evaluation of public Sci-Tech finance research,it is found that the current public Sci-Tech financial theory research is still relatively weak and lags behind practical exploration;whether it is theoretical discussion or empirical analysis,there have always been problems of unclear concepts and confusion with related categories and variables,and lack of comprehensive and centralized public Sci-Tech financial system specialized research.Therefore,starting with the scientific definition of the basic theoretical categories,we must promptly construct a public Sci-Tech financial theory system with Chinese characteristics,reconstruct the public Sci-Tech financial evaluation system based on the its duality and theoretical core,and optimize the effectiveness of the public Sci-Tech financial model.It will be the main research direction in the future.
