中资基建企业参与拉美基础设施投资问题研究--以PPP模式为例

Study on the Participation of Chinese Infrastructure Enterprises in the Infrastructure Investment in Latin America--Taking PPP Model as an Example

对于中资基建企业,要在激烈的国际市场竞争中参与到拉美基础设施建设中,必须在现有基础上采用新的开发模式。其中,PPP模式作为当前较有效的大型基础设施建设模式,已取得了广泛的应用。关于此,为进一步维护自身利益,中资基建企业必须深入研究在当地项目建设中采用PPP模式的实际经验。论文对拉美国家PPP项目的付费机制以及项目风险做简要的分析,并对中资基建企业在拉美地区参与PPP项目开发提出五点建议,以供中资基建企业参考。

For Chinese infrastructure enterprises,to participate in the infrastructure construction in Latin America in the fierce international market competition,they must adopt a new development mode on the existing basis.Among them,PPP mode,as a more effective large-scale infrastructure construction mode,has been widely used.In this regard,to further protect their own interests,Chinese infrastructure companies must thoroughly study the practical experience of adopting PPP model in local project construction.This paper makes a superficial analysis of the payment mechanism and project risks of PPP projects in Latin American countries,and puts forward five suggestions for Chinese infrastructure enterprises to participate in the development of PPP projects in Latin America,for reference of Chinese infrastructure enterprises.
