治理是一种新理念、新思维。高职院校由管理模式转向治理模式并最终实现善治,是由其内外发展环境所决定的,也是其发展的必经路径和必然选择。“双高计划”的实施为高职院校治理现代化提出了明确要求,创造了良好的外部环境。高职院校在推动自身治理现代化过程中,要以坚持党委领导为根本保证,“学生为本”为逻辑起点,完善制度体系为基础条件。在具体建设中,要以树立科学理念为起点,健全制度体系为重点,“双高计划”为基点,通过多条路径综合推进。

Governance is a new concept and new thinking.The transition from management to governance mode in higher vocational colleges and ultimate realization of good governance are determined by their internal and external development environment,as well as the necessary path and inevitable choice for their development.The implementation of the“Double High Plan”has put forward clear requirements for the modernization of the governance of higher vocational colleges and created good external environment.In the process of promoting the modernization of their own governance,higher vocational colleges must stick to the leadership of the Party Committee as the fundamental guarantee,the“student-oriented”as the logical starting point,and the improvement of the institutional system as the basic conditions.In the specific construction,it should start with the establishment of scientific concepts,improve the institutional system as the focus,and apply the“Double High Plan”as the starting point to comprehensively advance through multiple paths.
