金融支持乡村旅游发展的现实诉求与创新路径

The Realistic Demands and Innovative Paths of Financial Support for the Development of RuralTourism

在乡村振兴、农业供给侧改革政策推动下,金融已经成为乡村旅游发展的核心驱动。文章首先从乡村旅游的缘起出发,得知乡村旅游发展规律呈现出农业多产化、农村景区化、农民多业化、资源产品化。在此基础上,从政策要求加强、市场需求扩大、要素需求增加和科技创新推进四个维度切入,探究金融支持乡村旅游发展的现实诉求。不可忽略的是,时下金融支持乡村旅游仍然存在政策支持框架不敷、融资需求匹配度较差与资源利用程度较低的问题。故此,本文提出加快补足政策框架、全面提升政策覆盖广度,精进融资服务建设、提升融资需求匹配度,统筹资源系统布局、提升金融资源利用效率一众建议,期望推动金融更好服务乡村旅游。

With the promotion of rural revitalization and agricultural supply-side reform policies,finance has become the core driver of rural tourism development.The article first starts from the origin of rural tourism and learns that the law of rural tourism development presents diversification of agriculture production,rural areas be⁃come scenic spots,farmers play multiple roles,and productization of resources.On this basis,this article explores the realistic demands of financial support for the development of rural tourism from the four dimensions of strength⁃ening policy requirements,expanding market demand,increasing element demand and promoting technological in⁃novation.It cannot be ignored that the current financial support for rural tourism still has the problems of insuffi⁃cient policy support framework,poor matching of financing needs and low resource utilization.Therefore,this arti⁃cle proposes a number of suggestions including accelerating the complementation of the policy framework,compre⁃hensively increasing the coverage of the policy,improving the construction of financing services,improving the matching of financing needs,coordinating the layout of the resource system,and improving the efficiency of finan⁃cial resource utilization,aiming at promoting finance to better serves rural tourism.
