西部大开发政策对地区金融发展水平的研究——基于西部地区分组样本

Study on Regional Financial Development Level Influenced by West Development Policy of China Based on Subgroup Samples of West Regions of China

西部大开发政策实行20年来,区域内的各项经济指标有明显改善,在整体的宏观调控和开发政策中,金融起到了举足轻重的作用。2020年2月习近平总书记在中央金融会议中指出,为了防范和化解金融风险,需要加快推进金融领域的供给侧结构性改革,平衡信贷规模,增强金融服务企业的能力,使资本市场有序、多层次的健康发展。在这样的时代背景下,发挥西部区域和资源优势,激发潜能,缩小东西部贫富差距,平衡区域经济发展利益,是维护社会稳定,建设社会主义强国的重要举措。本文对西部大开发政策作用的区域按时间划分为三个小组,对小组内金融发展规模和效率水平进行分析,探寻西部地区金融体制改革并提供经验数据,也为不同层级的地区金融发展提供借鉴。研究表明:第一组在政策支持下,金融规模得到扩张,但金融效率并未有实际提高;第二组在政策支持下,金融规模扩张的同时,金融效率的时效性也逐步提高;第三组政策执行对金融水平整体促进作用不大,即政策对金融效率和金融规模没有显著的推动作用。研究建议:进行经济结构政策调整对于西部地区有重要意义。在大开发政策继续实施过程中,一方面政府需重视长远发展,另一方面需构建良好金融市场环境。

The paper divides the western regions of China into three groups according to the effect of the western develop⁃ment policy since it was issured and analyzes the scale and efficiency of financial development within each group,aiming to explore financial system reform in the western region of China and provide empirical data for reference.Research shows that the first group,supported by policy,has expanded its financial scale but has not actually improved its financial effi⁃ciency.In the second group,with the support of policy,the financial scale expands and the timeliness of financial efficien⁃cy is gradually improved.The third group has little effect on the overall financial level,that is,the policy has no significant effect on financial efficiency and financial scale.It is suggested that the adjustment of economic structure policy is of great significance to the western regions of China.On the one hand,the government should pay attention to the long-term devel⁃opment and on the other hand,it needs to build a good financial market environment in the process of carrying out the big development policy.
