文旅产业对“空心村”转型的影响分析——以陕西省旬阳县为例

Analysis on the Influence of Cultural and Travel Industry on Hollow Village Transformation--A Case Study of Xunyang County,Shaanxi Province

在中央一号文件连续多年强调乡村振兴战略的背景下,中国各地乡镇均以当地特色产业为抓手,大力发展乡镇经济。然而在发展过程中,乡镇逐渐出现"空心化"现象。通过建立耦合协调发展模型,实证分析文化旅游产业对去"空心村"化影响的强弱关系,判断其是否具有主要影响。结果显示,陕西省旬阳县文化旅游产业的发展对去"空心村"化问题具有良性的促进作用,并且协同性水平趋于上升趋势。同时,也仍需通过其他方式来探寻去"空心村"化与文化旅游产业协调发展的途径。最后,提出了中国乡镇减少"空心村"现象的相关建议,即坚持走"文旅产业反哺农业、城市带动农村"的路线;构建全域旅游格局,增加当地就业岗位;完善农村宅基地产权归属制度,严格执行宅基地审批程序;大力完善公共设施,提升文化旅游产业发展的边际效益。

Under the background of emphasizing the rural vitalization strategy proposed in No.1 central document for many years,townships all over the country take the local distinctive industries as the starting point to develop the township economy vigorously.However,in the development process,the phenomenon of hollowing out gradually appeared in townships.Through the establishment of a coupled and coordinated development model,the relationship between the influence factors of cultural and tourism industry on reducing hollow villages was empirically analyzed,and whether it has the main influence was judged.The results showed that the development of cultural and tourism industry in Xunyang county of Shaanxi province has a benign interaction on reducing hollow villages,and the level of synergy tends to rise.At the same time,it is necessary to explore other ways to promote the collaborated development of reducing hollow village and cultural and tourism industry.Finally,corresponding suggestions on the reduction of hollow villages in Chinese towns and villages were put forward,that is,adhering to supporting agriculture with cultural and tourism industry and rural areas with urban development,constructing an all-area tourism pattern and increasing local employment,improving the ownership system of rural homesteads,strictly implementing the approval procedures for homesteads,vigorously improving public facilities,and enhancing the marginal benefits of the cultural and tourism industry development.
