摘要
交通强国建设、“新基建”等国家战略对公路交通建设的资金保障提出了新的要求,同时中西部地区公路建设债务风险等问题日趋凸显。新的《收费公路管理条例(征求意见稿)》提出的“统贷统还”政策并不能从根本上解决公路建设的东中西部地区不平衡问题。本文在分析公共服务均等化政策、当前东中西部债务风险、“收费还贷”和“统贷统还”政策局限性的基础上,提出了在公共财政框架下,以建立公路建设债务平衡基金为抓手,为交通强国建设提供资金保障,解决东中西部投资的不平衡问题,化解边疆省份公路建设债务风险的建议。
Building China into a country with strong transportation network,"new infrastructure"and other national strategies have put forward new requirements for the financial security of highway transportation construction,at the same time,highway construction debt risk in the central and western regions and other issues are increasingly prominent.The"unified loan system repayment"proposed by the new"toll road management regulations(draft for comment)"policy does not fundamentally solve the problem of imbalance between the eastern,central and western regions of highway construction.Based on the analysis of the policy of equalization of public services,the current debt risks in the east,middle and west,and the limitations of the policy of"toll repayment"and"unified loan repayment",this article puts forward the proposal of providing financial guarantee for the construction of a strong transportation country,solving the imbalance of investment in the east,middle and west,and resolving the road construction debt risk in frontier provinces by establishing a highway construction debt balance fund under the framework of public finance.
